Maria da Graça Carvalho spoke in the Assembly of the Republic, in a procedural hearing and announced that applications for support for the purchase of electric cars will reopen next week. Under this support, individuals are entitled to €4,000 towards the purchase of a 100% electric passenger vehicle, as long as the purchase value does not exceed €38,500.
The minister also reported that the measure's allocation was revised upwards to €13.5 million, and the funds not used in 2024 will be added to the support planned for 2025.
The rules that guide this support were published in the Official Gazette of the Union last October. The document clarified that vehicles must be more than ten years old before being scrapped in order to receive the benefits related to electric cars.
I don't think that this is a good idea. With these millions the public transport could be improved e.g. with elevators and escalators at more metro stations.

A ludicrous waste of taxpayers' money, chasing a ridiculous goal that will make no difference when it is achieved.
